一、产品适用范围

Liquid handdishwashing detergents for consumer use or for professional use are eligiblefor the Nordic Swan Ecolabel. The main function of the product must be as ahand dishwashing detergent. Ready-to-use products, pre-soaks or products thatare intended to disinfect or prevent the growth of microorganisms (e.g.bacteria) are not covered by the product group.

O3   Sustainable raw materials 可持续原料

1.    Thelicence holder must document that they are working to increase their purchasingof sustainable and renewable raw materials or that they require theirmanufacturer to work on increasing their purchasing of sustainable renewableraw materials in the Nordic Swan Ecolabelled hand dishwashing detergent. Thiscan for example be done by promoting certified raw materials, by avoidingproblematic raw materials or by changing from fossil based raw materials tosustainable raw materials. The targets must be quantitative and time-based, andthey must be set by the company’s management.

O4   Certified raw materials from oil palms 认证的油棕原材料

Palm oil, palm kerneloil and palm oil derivatives must be certified according to RSPO. Mass balance,Segregated or Identity Preserved are accepted as traceability systems.

Nanomaterials/particles

Nanomaterials/particlesare defined in accordance with the European Commission’s definition ofnanomaterials dated 18 October 2011: “A natural, incidental or purposelymanufactured material containing particles, in an unbound state or as anaggregate or as an agglomerate and where, for at least 50% of the particles inthe number size distribution, one or more external dimensions are in the sizerange of 1-100 nm.” Examples are ZnO, TiO2, SiO2, Ag and laponite withparticles of nanosize in concentrations exceeding 50%. Polymer emulsions arenot considered to be nanomaterial.

Products forprofessional use are defined here as products that are marketed for use inprofessional contexts such as institutions, catering kitchens, restaurants andwithin the public sector.

Where products aresold to both professionals and consumers, the product is considered aprofessional product if the proportion sold to professionals is 80% or higher.Where there is any confusion about whether a product is for professionals orconsumers, Nordic Ecolabelling may require documentation explaining where theproduct is intended to be sold. The requirement also includes fragrances inplant extracts.

O8   Preservatives 防腐剂

Preservatives includedin the product or constituent substances must not be bioaccumulative.Preservatives are judged not to be bioaccumulative if BCF < 500 or logKow< 4. If both values are available, the value for the highest measured BCF isto be used, see appendix 1.

4 Dosing, ecotoxicityand biodegradability 剂量,生态毒性和生物降解性

O9   Maximum dosing 最大剂量

The dosing iscalculated as the recommended dose in grams per litre of water. The recommendeddose must not exceed 1.0 grams per litre of water.

For densitycalculations, density at room temperature shall be used. If the dose isspecified as an interval, the highest figure in the interval must be used inthe dosing calculation for this requirement, and in the WUR requirement (O16).

O11Critical dilution volume (CDV) 临界稀释量(CDV

The critical dilutionvolume (CDV) is calculated for all constituent substances included in the handdishwash detergent. CDV is a theoretical value that takes account of eachsubstance’s toxicity and biodegradability in the environment.

A product’s criticaldilution volume is calculated at a dose of 0.60 g/l of working solution, if thestated dose is less than or equal to 0.60 g/l. If the recommended dose exceeds0.60 g/l, the recommended dose itself is used in the calculations. Therecommended dose, however, cannot exceed 1,0 g/l (see O9).

O12Surfactants – aerobically and anaerobicallybiodegradable

a)    Allsurfactants must be easily biodegradable according to test method no. 301 A–Fin the OECD guidelines for testing of chemicals or other equivalent testingmethods.

b)    Allsurfactants must be anaerobically biodegradable in accordance with ISO 11734,ECETOC no. 28, OECD 311 or equivalent testing methods.

5 Performance 性能

Under the requirement,a product must be at least as good as or better than the product with which itis being compared (the reference product).

O13Performance test 性能测试

Performance ismeasured as the product’s cleaning ability (ability to remove soiling/makedishes clean), and its cleaning capacity (how long the product lasts), and itis compared with a reference product.

The product must be asgood as or better than the reference. This entails that at least 80% of thetesting rounds (e.g. 4 out of 5) must yield a positive result for the testproduct (as good as or better than the reference product) in order for the testproduct to be considered in compliance with the performance requirement.Alternatively, the applicant may use statistical methods and, with a one-sided95% confidence interval, show that the test product is as good as or betterthan the reference product in at least 80% of the testing rounds.

The performance mustbe tested in a laboratory test (see test laboratory requirements in Appendix 1)within the parameters described in Appendix 5. The results are to be presentedin the report, as set out in Appendix 5. The test must be performed by alaboratory that meets the requirements concerning test laboratories in Appendix1.

6 Packaging 包装

Nordic Ecolabellinghave set requirements on packaging to increase the possibility to recycle thematerial to make the materials be reused and there contribute to circulareconomy. Requirements O14-O16 are requirements on the primary packaging such asbottles, containers, pouches, cardboard boxes etc. The requirement regardingrecycling design has been divided into two requirements, one for pouches (O15)and one for other types of packaging (O14).

O14Recycling design of packaging (except pouches) 包装回收设计(袋装除外)

Plastic packagingshould have a design that enables material recovery. This means that:

- The plasticpackaging and closure must be made from Polyethylene (PE), Polypropylene (PP)or Polyethylene terephthalate (PET).

塑料包装和封口必须由聚乙烯(PE),聚丙烯(PP)或聚对苯二甲酸乙二酯(PET)制成。

- PS and PVC orplastics based on other types of halogenated plastics must not be present inthe closure or label.

封盖或标签中不得存在PSPVC或基于其他类型卤化塑料的塑料。

- Packaging should bewhite or uncoloured. Exemption: packaging containing recycled plastic(postconsumer recycled) may be coloured/tinted. The colouration may not includecarbon black.

包装应为白色或无色。豁免:装有回收塑料(消费后回收)的包装可能有色/有色。着色可能不包括炭黑。

- Black plasticmaterials must not be used in closures.

不得在封盖中使用黑色塑料。

- Fillers (such asCaCO3) can not be included in PE or PP packaging and closures at a level thatthe density of the plastic exceeds 0.995g / cm3.

填充剂(例如CaCO3)不能以塑料密度超过0.995g / cm3的水平包含在PEPP包装和瓶盖中。

- Metal parts must notbe part of packaging, closure or label.

金属零件不得成为包装,封盖或标签的一部分。

An exemption for smallmetal parts in pumps

泵中小的金属零件的豁免

- Labels/shrink filmlabels may not cover more than a maximum of 60% of the surface of thepackaging.

标签/收缩膜标签最多只能覆盖包装表面的60%。

- Packaging andclosures must be compatible with each other, in accordance with the following:

O PET: closures musthave a density of less than 1 g / cm3.

Silicon closures arenot allowed  不允许用硅密封

O PP and PE:

O PE: PP/OPP- closuresare not allowed unless the following test or similar is stated on thepackaging: Take the cap/closure off prior to recycling to improve recycling.

PE:除非包装上规定了以下测试或类似要求,否则不允许使用PP / OPP密封盖:在回收之前请取下盖子/密封盖,以提高回收率。

Packaging includesbottles, containers and similar. Closures includes caps/lids, dosage equipmentand pumps mounted on the packaging.

O15Recycling design of pouches 袋的回收设计

- The plasticpackaging and closure must be made from Polyethylene (PE), Polypropylene (PP)or Polyethylene terephthalate (PET).

- The packaging shouldbe made of monomaterial, ie not laminates with layers of different materials.

- PS and PVC orplastics based on other types of halogenated plastics must not be present inthe closure or label.

封盖或标签中不得存在PSPVC或基于其他类型卤化塑料的塑料。

O16Weight-Utility Ratio (WUR) 重量利用率(WUR

WUR is a measure ofthe amount of packaging used to deliver an amount of product with a certainbenefit.

WUR是对用于交付一定数量产品并具有一定收益的包装数量的度量。

The exemptions fromWUR calculation are:

WUR计算的免税额为:

- Packaging made frommore than 80% postconsumer recycled (PCR) raw material is exempted from therequirement.

80%以上的消费后回收(PCR)原材料制成的包装不受此要求。

- Products that aresupplied in packaging that is part of a take-back system* for a product.

包装中提供的产品是产品回收系统*的一部分。

* Take-back systemrefers to packaging that are taken back, washed and refilled. Packaging that isa part of a recycling system where the packaging is recycled into new plasticis not part of what here is called a take-back system.

The calculation of WUR(grams of packaging/litre of in-use solution) is performed as follows:

WUR = Σ [(2*Vi –2.5*Ri) / (Di * ti)] ≤ 0,1 gram packaging / liter in-use solution

Vi = Weight of primarypackaging in grams, including closure, fitted dosing devices and similar + any refills(that are sold per original bottle) in grams including closures.

Ri = Weight (g) ofrecycled material (postconsumer) in the packaging component in grams.

Packaging isconsidered postconsumer recycled if the raw materials are recovered followinguse by consumers. If the raw material is industrial waste from the material orpackaging producer’s own production, the material is not considered to berecycled.

如果原材料在消费者使用后被回收,则认为包装是消费后回收的。如果原材料是材料或包装生产商自己生产的工业废料,则该材料不被视为可回收利用。

Di = No. of functionaldoses in the primary packaging component (i). For products that are soldpre-diluted, D = product volume (in no. of litres).If the primary packaging issold packaged together with a refill, D is calculated as the sum of thefunctional doses in both packs (just as V is the sum of the weight of bothpacks (see description of V)).

7Quality andregulatory requirements 质量和法规要求

To ensure that NordicEcolabelling requirements are fulfilled, the following procedures must beimplemented.

O17Responsible person and organisation 负责人和组织

The company shall appointindividuals who are responsible for ensuring the fulfilment of the NordicEcolabelling requirements, for marketing and for finance, as well as a contactperson for communications with Nordic Ecolabelling.

公司应任命负责确保满足北欧生态标签要求,负责营销和财务的人员,以及与北欧生态标签进行沟通的联系人。


O18Documentation 文档

The licensee mustarchive the documentation that is sent in with the application, or in a similarway maintain information in the Nordic Ecolabelling data system.

被许可方必须归档与应用程序一起发送的文档,或者以类似的方式在Nordic Ecolabelling数据系统中维护信息。


O19Quality of hand dishwash detergent 洗手液的品质

The licensee mustguarantee that the quality of the Nordic Swan Ecolabelled product does notdeteriorate during the validity period of the licence.

被许可人必须保证在许可有效期内,北欧天鹅生态标签产品的质量不会下降。


O20Planned changes 计划的变更

Written notice must begiven to Nordic Ecolabelling of planned changes in products and markets thathave a bearing on Nordic Ecolabelling requirements.

北欧生态标签必须书面通知与北欧生态标签要求有关的产品和市场计划变更。


O21Unplanned nonconformities 计划外不符合项

Unplannednonconformities that have a bearing on Nordic Ecolabelling requirements must bereported to Nordic Ecolabelling in writing and journalled.

与北欧生态标签要求有关的计划外不合格必须以书面形式和日记形式报告给北欧生态标签。


O22Traceability 可追溯性

The licensee must beable to trace the Nordic Swan Ecolabelled product in the production. Amanufactured / sold product should be able to trace back to the date (time anddate) and the location (specific factory), as well as the relevant machine /production line where it was produced. In addition, it should be possible tolink the product with the actual raw material.

被许可人必须能够在生产过程中追溯Nordic Swan生态标签产品。生产/销售的产品应能够追溯到日期(时间和日期)和位置(特定工厂)以及生产该产品的相关机器/生产线。另外,应该有可能将产品与实际原材料联系起来。


O23Legislation and regulations 法规

The licensee shallensure compliance with all applicable local laws and provisions at allproduction facilities for the Nordic Swan Ecolabelled product, e.g. with regardto safety, working environment, environmental legislation and site-specificterms/permits.

被许可人应确保在北欧天鹅生态标签产品的所有生产设施中遵守所有适用的当地法律和规定,例如,关于安全,工作环境,环境法规和特定地点的条款/许可。
