Article 1 Application Fee 申请费
(1) The applicant shall pay € 1,200 per application to RAL gGmbH when applying for the transfer of the right to use the EU Ecolabel on the product(s)/service(s) in question.
（1）申请转让有关产品/服务上的欧盟生态标签使用权时，申请人应向RAL gGmbH支付每份申请1200欧元。
(2)In the case of small and medium-sized enterprises (as defined by Recommendation 2003/361/EC) or enterprises in developing countries applying for the EU Ecolabel, the application fee shall be € 600 each.
（2）对于中小型企业（按2003/361 / EC建议de 定义）或发展中国家的企业申请欧盟生态标签，每份申请费为600欧元。
(3)In the case of micro-enterprises (as defined by Recommendation 2003/361/EC) the application fee shall be € 250.

(4)The application fee shall be reduced by 30 percent for applicants registered under EMAS. The fee shall be reduced by 15 percent for ISO 14001 certified applicants. Discounts are not cumulative, i.e. they cannot be combined. The higher discount shall apply.

(5)If an applicant applies for an extension of the right to use the EU Ecolabel to products/services entitled to use the EU Ecolabel which are to be marketed un- der a different trade name and/or a different marketing organization the application fee shall be reduced by 50 percent.
（5）如果申请人申请将使用欧盟生态标签的权利扩展到有权使用欧盟生态标签的产品/服务，这些产品/服务将以不同的商标名称和/或不同的营销组织进行营销，则申请费应减少50％。
(6)In the case of an application for a minor modification to a product/service that has already been awarded the EU Ecolabel, the respective application fee shall be reduced by 50 percent.

Article 2 Annual Fee 年费
(1) If, as a result of the application, RAL gGmbH grants the right to use the EU Eco- label the applicant shall pay an annual fee to RAL gGmbH for the term of the Contracts on the Use of the EU Ecolabel to be concluded.
（1）如果因申请而获得RAL gGmbH授予使用欧盟生态标签的权利，则申请人应向RAL gGmbH支付年费，以签订即将签订的欧盟生态标签使用合同。
(2)The annual fee relates to a 12-month period commencing with the day the EU Ecolabel is awarded to the applicant.

(3)The annual fee shall be 0.15 percent of the annual value of Community-wide sales of the EU ecolabelled product/service. For services “Campsite services” and “Tourist accommodation services” the annual fee shall be 0,075% of the annual value of Community – wide sales.

(4)The minimum annual fee shall be € 300 per contract. No fee lower than this € 300 shall be admissible. The maximum annual fee per calendar year shall be € 25,000 per product group per applicant.
（4）最低年费为每份合同300欧元。不得收取低于300欧元的费用。每个日历年的最高年费应为每个申请人每个产品组25,000欧元。
(5)The annual sales shall be calculated in Euro on the basis of ex-factory prices if the product that has been awarded the EU Ecolabel is a good. In the case of services the fee shall be calculated on the basis of invoice prices.

(6)In the case of small and medium-sized enterprises, micro-enterprises or enter- prises in developing countries applying for the EU Ecolabel, the annual fee shall be reduced by 25 percent each (this shall not apply to the minimum fee).
（6）对于申请欧盟生态标签的发展中国家的中小企业，微型企业或企业，年费应分别减少25％（这不适用于最低费用） 。
Article 3 Fixing of the Fee 费用的确定
(1) Upon filing the application, the applicants shall provide RAL gGmbH with a self- estimate of the sales value during the annual period of label use and transfer the resulting amount upon receipt of the invoice.
（1）提交申请后，申请人应向RAL gGmbH提供标签使用年度期间的销售价值的自我估计，并在收到发票后将所得金额转换。
(2)If there is a change in the annual sales value of the EU Ecolabelled products/services the modification must be announced one month in advance before the end of the relevant treaty year. The fee of the following year will be calculated on this basis.

(3)RAL gGmbH shall be entitled to ask for evidence of the above-mentioned annual sales value.

(4)If an applicant refuses to provide the information required under Article 3 (1) and (2) RAL gGmbH will fix a binding annual fee amount.

(5)If the EU Ecolabel is used for less than one year the fee shall be calculated in twelfths of the amount given in Article 2.

Article 4 Verification Procedure 验证程序
Neither application fee nor annual fee includes expenses payable by the appli- cant for inspection and assessment of conformity with the EU Ecolabel criteria.

These expenses shall be borne by applicant. They also include the costs of on- site inspections required to verify compliance with the criteria.
这些费用应由申请人承担。它们还包括验证符合标准所需的现场检查成本。
